MIS Support Officer

PURPOSE OF THE ROLE

To support the Information Systems Manager in the delivery of a coordinated support service for Management Information Systems used in schools and the Local Authority. To design and deliver training for ICT systems users in schools, in consultation with management and staff to meet service requirements and schools needs. Provide support to schools to enable them to comply with statutory requirements/returns and to be able to fully participate in the ‘Every Child Matters’ agenda.

KEY RESPONSIBILITIES

  • To assist the Information Systems Manager in preparing, in consultation with Headteachers, plans for the installation or upgrading of Management Information Systems in schools in accordance with appropriate Service Level Agreements (SLAs).
  • To work closely with other officers of the Local Authority and its partners in developing the use of data transfer and other systems as required.
  • To assist in developing and implementing effective and efficient operational work practice and plans, to meet the needs of schools and stakeholders, fully utilising the remote access facility of the RSN and Helpdesk call logging and resolution recording database. vTo provide user support for the systems used in schools in accordance with SLAs including telephone support, remote support, training and on site assistance where necessary.
  • To assist in the development of new Management Information Systems for schools to meet the data collection requirements of operational plans.
  • To support schools in the processes of data collection from MIS in relation to the requirements of Schools, the Local Authority, DCSF, and relevant agencies.
  • To take ownership of support calls and chase to resolution including liaison with other members of the team, officers of the LA, Software suppliers and relevant agencies, while ensuring the end user concerned is informed of progress until sign off.
  • To assist with the identification of the training and development needs of school based staff in conjunction with other members of the EDIT team.
  • To plan, prepare, organise and deliver training to school based staff on their Management Information and other ICT systems in accordance with SLAs.
  • To maintain training materials and equipment in a safe and useable fashion and integrate equal opportunities and anti-discriminatory practice into all aspects of delivery.
  • To assist schools with queries and problems associated with Management Information Systems in accordance with Service Level agreements including the full recording of details as required for the team's management needs.
  • To personally maintain an up to date knowledge and understanding of MIS and ICT related issues, particularly in their application in an educational field.
  • To keep abreast of new developments in ICT systems and their likely affects on schools and the LA.
  • To implement systems to evaluate the effectiveness of the training provided and maintain and use statistical and other information relating to training activity.
  • The post holder will be responsible for assisting in the identification and undertaking of his/her own training and development requirements in accordance with the Authority’s Employee Development Scheme and participation in in-service training.
  • The post holder will be responsible for working in accordance with departmental and RMBC Health & Safety Policies and procedures at all times, in respect of themselves, staff under their control and any other persons affected by their actions or omissions whilst at work.
  • To contribute to and actively participate in meetings in the relation to the role of the post.
  • To provide support to others as necessary in order to ensure that the needs of the service are met.
  • To perform his/her duties in accordance with relevant performance standards and targets, the services commitment to continuous improvement and ITIL framework.
  • The post holder will contribute to the Council and its Partners commitment to providing quality public services and care for our customers.
  • To perform his/her duties in accordance with the Authority’s Policy relating to the promotion of equal opportunities.
  • To undertake other duties and responsibilities of an equivalent nature as may be determined by the ICT Service Director (or his representative) from time to time in agreement with the post holder and after consultation by him/her, if he/she so wishes with his/her Trade Union representative.

 

PERSON SPECIFICATION

Knowledge
  • Knowledge of administration procedures in schools.
  • Knowledge of the legal, moral and operational issues affecting those working in schools.
  • A good general knowledge of office software and procedures

 

Experience
  • Experience in the use or support of Management Information Systems in use in schools.
  • Experience of providing user support / assistance for other IT systems.

 

Technical Skills
  • Ability to interpret and explain concepts and procedures in simple terms to individuals and groups at all levels.
  • High order ICT skills with ability to use computers to store/retrieve information and create documents and presentation materials.

 

Competencies
  • Ability to work effectively as part of a team.
  • Ability to work with minimum supervision.
  • Proven communication skills with staff at all levels.
  • Proven problem solving skills.
  • Proven organisational skills.
  • Must be prepared to travel to different locations in the borough in the course of his/her duties.

  • Occasional working outside of normal office hours may be required.
