Regeneration kick-start for Oldham
The Challenge:
Oldham, located to the North East of Manchester, contains a diverse mix of open countryside and urban environments. The Borough has a population of approximately 220,000 and embraces a diversity of minority communities. The ongoing multi-faceted regeneration of Oldham Borough will enhance Oldham’s ‘liveability’ and is underpinned by the Council’s key objectives of improving the public perception of Council services, social cohesion, economic regeneration across the whole Borough and to improve the quality of life for people who live, work and enjoy leisure facilities within the Borough, establishing Oldham as a key town within the region.
The Solution
The Unity Partnership is an innovative 12-year joint venture partnership set up in April 2007 between Oldham Metropolitan Borough Council and Mouchel Parkman with Agilisys as the prime subcontractor to exclusively provide all ICT Services. The Partnership will bring estimated benefits to the local economy in the region of £190m and aims to kick-start widespread regeneration plans by helping the council to deliver its property, highways, exchequer, customer services and ICT services.
The new Partnership will deliver efficient and effective public services to the citizens of Oldham; help transform the way in which these services are delivered to improve the public’s perception of Oldham Council; create new, higher value jobs across the community providing new training and career development opportunities; and grow over time through not only expanding the services provided to the Council but also through third party growth secured from other public and private sector organisations.
The Unity Partnership will work with local businesses to develop Oldham’s economy, drawing as well on the expertise and experience of Agilisys, Mouchel Parkman to support regeneration through investment, process improvement, and ongoing skills development
The Benefits
Within the Unity Partnership, Agilisys is responsible for a wide range of ICT Services; managing applications, managing the day to day service and managing on going change to all Council Departments and its partners, Members, to the Partnership itself – and indirectly to the public of Oldham.
Delivery of these activities, transformed through improved and more efficient processes, has already started to contribute to better citizen services, and increased savings. In addition, these initial improvements build a platform from which the Unity Partnership can continue to grow, providing regeneration and economic benefits throughout Oldham.
