How this is worked out

The tool is assumed to cut the drafting time you enter by 75%. That released time is valued at a blended rate across core and agency staff, on the basis that a quarter of drafting is currently done by agency workers. Tribunal costs avoided on better-quality plans are included. Plan volume compounds at 13.3% a year in the three-year view. The cost of the tool is already deducted, so every figure shown is a saving net of what you would pay.

Benchmarks used: 110,708 new EHC plans started during 2025, 13.3% higher than 2024 (DfE, 2025); £34.36 core caseworker cost per hour, being a £40,000 salary with pension and employer national insurance over 1,924 working hours; £36.38 an hour for agency cover on a £70,000 equivalent; £654 of appeal cost per new EHCP, from £43.6m across 66,700 plans in 2023 government data.
