Every product we sell started inside a council, with the staff who use it.
We don’t build in a lab. We embed with frontline teams, prototype in weeks, prove it in live services, then scale it. That’s why it works on day one.
The AI Incubator model
This isn’t something you buy. It’s how we build everything we sell. Five steps, repeated across every council partnership we run. The method is the product.
Rapid discovery
Embed with the council team. Observe real workflows. Identify 3–5 frontline challenges where AI can make an immediate, measurable difference.
Co-design
Build with the people who’ll use it, not for them. Practitioners shape the interface, the prompts, the outputs. Their knowledge is the training data.
Fast prototyping
Working prototype in weeks, not months. Test with real users, real data, real caseloads. If it doesn’t survive contact with the frontline, it doesn’t ship.
Deploy to production
Move from prototype to live service. Inside your Microsoft tenancy, on your infrastructure, governed by your policies. No shadow IT.
Iterate
Continuous improvement based on usage data and frontline feedback. The product gets better every week because the people using it are telling us what to fix.
Wigan: where the model was born
A 10-year embedded strategic partnership. Not a vendor relationship — a shared team, inside the council, building what the frontline needs.
Needs Assessment Genie, Minutes Genie, and Case Auditing AI all emerged from this partnership — not from a product roadmap, but from real problems that social workers, managers, and committee officers brought to us because we were in the building.
When Wigan wanted to explore what AI could do across the whole council, we ran a “Listen Deeply” prototyping day. Four AI capability areas were identified in a single session. Housing was selected as the next MVP. That’s how our pipeline works: the frontline tells us what to build next.
“Agilisys Platform has catalysed a huge amount of excitement and enthusiasm for incorporating GenAI technology into our day-to-day.”
— Alison McKenzie-Folan, Chief Executive, Wigan Council“Our partnership with Agilisys and our use of AI and specialist tech has played an important role in supporting our teams — reducing administrative burden, improving consistency, and allowing practitioners to get the best outcomes for our residents.”
— Cllr Keith Cunliffe, Deputy Leader, Wigan CouncilThe graduation engine
Every product follows the same path. What starts as bespoke co-creation inside one council becomes a scalable product used by dozens. Three stages, one direction.
Bespoke
Field work. Embedded with one council, co-building something new. This is where patterns are discovered — the messy, invaluable first version shaped entirely by practitioner feedback.
Example: Care planning AI — built inside Wigan adult social care, shaped by the social workers who write care plans every day.
Repeatable
Codified method, deployed on council infrastructure. The approach is standardised but the implementation is fitted to each council’s data, templates, and processes. Not off-the-shelf — but not starting from scratch either.
Example: FOI Genie — proven method from the first deployment, now repeatable across councils with different FOI workflows.
Product
Scalable SaaS. Single codebase. Annual recurring revenue. Onboarding measured in weeks. The product works because it was forged in live services — not because it was designed in a product lab.
Example: EHCP Genie — live in 40 councils, 80% drafting time saved, built from a single SEND team’s frustration with the old process.
“With or without us”
The partnership is designed so your council gets stronger, not more dependent.
Your data stays yours
Everything runs in your Microsoft tenancy. Your data never leaves your environment. You own it, you control it, you keep it.
No lock-in
Our subscriptions are annual, not multi-year. No exit penalties. No proprietary formats. If we stop earning your business, you can walk away.
Centre of Excellence
We build your team’s capability, not just our own product. The Centre of Excellence model means your staff learn to manage, extend, and govern AI themselves.
Skills transfer
Skills transfer is built into every engagement. We document everything. We train your people. When the project ends, the knowledge stays inside the council.
Products that emerged from this model
Every one started inside a council. Every one works because frontline staff shaped it.
EHCP Genie
Education, Health and Care Plans drafted in minutes instead of days. 80% time saved. 4,000+ children supported faster.
Needs Assessment Genie
Adult social care assessments co-designed with Wigan practitioners. Consistent, compliant, built around real casework.
Minutes Genie
Committee and meeting minutes produced from recordings. 600+ hours saved. Used across governance and social care.
Planning Report AI
Planning officer reports drafted from application data and policy documents. Currently prototyping at Wigan.
Tell us what your frontline teams are dealing with. We’ll show you how the incubator model has solved similar problems in councils like yours — and what a first engagement looks like.
