The London Borough of Barking and Dagenham has undertaken a radical approach to strategically transforming the borough, for the benefit of their staff, local businesses and their citizens.

Sitting at the bottom of every London league table, Barking and Dagenham Council knew that drastic change was needed if they wanted to improve services for their residents as well as save £63 million over four years, on top of the £110 million savings already achieved.

In consultation with those living in the borough, Barking and Dagenham set a long-term vision to become the growth opportunity for London, which would allow them to harness the energy, creativity and ambition of its residents.

The focus was not only on ‘doing things differently’ in the face of enduring austerity, but the critical need to adapt to the new world order against a backdrop of cost constraints.

In 2015, the council set out on a bold and ambitious programme of strategic transformation undertaken in partnership with Agilisys, to deliver what had been a previously unimaginable future for the borough.

Two years on, the council has seen the development of a collaborative and partnership-led approach with Agilisys, the creation of a transformation consortium, and the vision for change to ensure that ‘no-one is left behind’.

Subject matter experts and ready-made transformation teams are helping to facilitate the transformation journey through inception, exploration, design and delivery or key strategic programmes, payable by results.

Blended and embedded with the council, actively co-ordinating a mixed economy of transformation resources including permanent and interim staff, contractors and consultants, partners and suppliers. Collectively, they take responsibility for the design and management of ambitious programmes of work and the delivery of associated outputs.

Fully aligned with the ambitions for the borough, including building of new homes, creating new job opportunities, raising household incomes and improving socio-economic indicators such as skill levels and community well-being.
